Money figures mix spending, pledges, guidance funds, capex and contract ceilings. Cyber signals show public PoC / weaponization and AI-orchestrated operations, but not proven fully autonomous strategic offense. “Sovereign AI” is treated as conditional access unless the evidence shows independent compute, models and governance.
